This is a partition problem, as described in KB939727. When you run setup (clean install) delete any old OS partitions and also look for 'reserved' partitions that will be anywhere from 100MB to 200MB in size. Boot from the Windows 7 DVD and use it to remove all the partitions on your system drive and allow Windows 7 to create/format the partition. It will create a small (100MB reserved) area and use the rest for the OS.

Of course, this presumes you're using ONE drive for the OS with nothing else on it.
